Governor Baldacci cites overcrowding and manifold digit growth in costs as two reasons the express should choose his consolidation plan. But Sheriff Dion said overcrowding can't be solved by consolidation and he's been able to act the Cumberland County Jail spending at 5 percent growth over 13 years."The Governor could do as much to change the nature of jails and prisons in the state by taking true leadership around sentencing reform as he would by pushing us all into bigger buildings," said Dion. Dion has been outspoken about inmates with mental health problems. He has said there isn't enough give but Department of Correction Commissioner Marty Magnusson said the Governor's plan will solve that. "We can also do special mental health programs in certain facilities not try to spread it all over but do it exceed in a few facilities," he said. "Substance abuse women's programs... We can have a more unified streamlined but more efficient system."The Cumberland County Jail is the largest in the express with the ability to sleep 600 inmates. Most inmates. Dion said are awaiting trial or serving bunco sentences. He said the prison system is entirely different housing long-term inmates who have been convicted of crimes. Dion said after working on a joint committee made up of people from the prison system and the county jails for two years he feels betrayed by the Governor's plan. He said the committee came up with several other ideas ones he said work better than consolidation. "This current proposal from Augusta doesn't conclude desire partnership," said Dion.
